I write for myself first when writing. What story do I want to tell? Agents and readers are not the first people on my mind. I write for myself and the characters. Maybe during the editing or revision process, that's when I consider editors and readers.

As a literary magazine editor, I have to reject writers' submissions while hoping that mine gets accepted for publication in a specific literary journal. It's tough but I love my job and reading the works of others. We always look forward to reading your work

Research. For me, I started by researching the various universities, programs, and department faculty to know what my options are and the requirements.
These days, I am learning how to spend more time with and away from my short stories before sending out for submission.

For me, characters are like real people. The more you write about them, the more familiar they become. In other words, I always know my characters at the initial stage of writing, but as the writing progresses, they become more familiar to me.

Please, do not give up. Your manuscript will eventually find the right agent. Rejection is part of the writing process. So, keep writing for yourself and keep sending out your work. The moment, the agent, and the publishing contract you are waiting for will come to you soon.
