Alcoholism is a maladaptive pattern of excessive drinking. Evidence indicate there are genes affecting risk including two genes of alcohol metabolism, ADH1B and ALDH2. Incase you inherit these genes that breakdown alcohol faster you are more likely to be an addict.

Alcohol is a risk factor for hypertension so it will be prudent to reduce the amount or help the person check in a rehab in a bit to stop it. The person should be seen by a clinician who may switch drugs or add another drug to help reduce that high blood pressure.

Most of the time it has no symptoms that's why hypertension is known as a silent killer. Otherwise one can sometimes experience headache, nosebleeding, visual problems, throbbing heart etc.

On emergency response. In Kenya it is already happening but it depends on your socio-economic level. There is an air-ambilance (helicopter) in Nairobi West Hospital.

First line med is a diuretic hydrochlorothiazide. There is no best drug perse it varies depending on other diseases that the patient has, level of BP etc.

There are individuals and families richer than the government and can lend it money. Patients and individuals don't belong to the government as Kenya in a Republic but have a social contract to be serverd by the elected government.
