GAR-SI Sahel is an
@EU_Commission
regional project, implemented by
@FIIAPP
, which training assistance from the Spanish Guardia Civil, French, Italian and Portuguese security. It cost €74m and was created to ensure security in Sahel border areas.
Three sources with deep knowledge of GAR-SI Senegal have also confirmed that the unit, which is supposed to be stationed on the border with Mali to protect the country from armed groups and cross-border crime, has been used during protests.
Amid the continued social unrest, irregular migration also went on. As of August 2023, one in three irregular arrivals to Spain's Canary Islands were Senegalese.
The document stresses that the project lacks human rights safeguards and that there is no trace of any written strategy elaboration or communication within the police hierarchy, with commands for operations outside of border areas being given informally and orally.
A confidential evaluation report of GAR-SI Sahel confirms what our sources say, mentioning that the unit is sometimes deployed on joint missions together with other police units to carry out a series of missions for “internal security”.

This tweet went viral in Romania, everyone patting their back about how great we are with refugees. As someone who’s spent a year reporting on how violent and abusive Romania was with refugees, I can say it’s really not the case.
Just left Ukraine to Romania. Huge queues of 6+ hours in snow and wind, caused by Ukraine border checks.
On the Ro side: food, hot drinks, free buses, help, volunteers, arranging of rooms. Free travel on Ro trains.
Textbook case of a civilised and humane approach to refugees.
