Word of caution: The process of turning an MoU into a formal agreement is a rigorous & meticulous undertaking, demanding many hrs of negotiation, surveying, legal & parliamentary review, etc on both sides. Only then will it be ready for signature. So plz beware of misinformation.

2nd, the MoU fulfills the criteria in article 4 (b) highlighted for your review. Now anyone not familiar with the how, here’s how: Somaliland gained independence from the UK on 26/6/1960 recognized by 35 nations, making arguments of violation of territorial integrity null & void.
