We need a public reviewer rating database. Authors should be able to rate reviewers and the collective feedback will provide a unique and relatively unbiased score to judge peer reviews. Writing a low-quality review is not doing a favor to academia.

@togelius The problem is "feelings" or "excitement" aren't scientific metrics and should be emphasized in the instructions to be avoided. Legitimizing that would only make things worse. Then we can make conferences more domain-specific or increase the acceptance rate!
