Canada is modifying and increasing its planned immigration levels in 2022 from 411,000 to 431,645. It is, however, reducing Express Entry from 108,500 to 55,900 to make way for TRPR applications. The Express Entry reduction is for two years.
November 24, 2021 internal IRCC Memo states that FSWC processing times are expected to rise to 36 months in 2022 and that the Federal High Skilled admissions target in upcomming years could be reduced by more than 50% due to the TRPR backlog and Afghan refugee resettlement.

I do not understand why to travel to Canada a person from a visa exempt country can use an electronic authorization, but a person from a visa requiring country needs a visa glued to a passport and a permanent resident needs a physical card. Why isn't everything electronic?
The Canadian government has committed to a target of 401,000 immigrants in 2021. IRCC is going to need two record breaking quarters to achieve this. In July 39,560 people became permanent residents. If IRCC can slightly increase and maintain this pace, they will meet their goal.

In the future all temporary and permanent residence applications will be submitted electronically. Applicant information will go into a shared IRCC, CBSA and CSIS database so security and other inadmissibility issues can be automatically flagged before an application is approved.

On August 31, 2020 around 16% of IRCC's domestic staff were on leave, as were 39% of overseas staff. I publish this not to criticize IRCC measures to protect employee health and respond to local COVID measures, but because people deserve to know a part of why files are delayed.

A January 21, 2022 Memo to the Deputy Minister states that the pause on non-PNP Express Entry intake will continue until at least March 31, 2022. Small rounds in late 2022 are required to meet 2023 levels planning. The minimum CRS score to get an ITA for even CEC may exceed 500.
IRCC's goal is to process 80% of caregiver applications within 12 months of the received date. The table below demonstrates the actual percentage of applications finalized by received month.

Is IRPR 186(w), which lets eligible international graduates work without a work permit while waiting for IRCC to process their work permit applications, limited to post-graduate work permit applications?
Answer - No.
Most online applications from those in India and China are triaged through artificial intelligence. Tier 1 applications automatically receive a positive eligibility decision. Tiers 2 and 3 are manually reviewed, with approval rates of 86% and 43% (China), and 63% and 13% (India).
It is becomming increasingly common for visa officers to state that a visa was refused because "the purpose of [the Applicant’s] visit to Canada is inconsistent with a temporary stay” without further explanation. Federal Court affirms that this is unreasonable.
Federal Court reaffirms that if an applicant incorrectly fills out an application form, but correctly discloses the relevant information in another part of their application (like a cover letter), then this may mitigate against a misrepresentation finding.
