Texas schools illegally suspended thousands of homeless students — and nobody stopped them.
In response to our findings, legislators & state officials said they're mulling potential action.

Today I published an investigation into NYC teachers' unsubstantiated reports of child abuse/neglect.
67% of the time, the allegations are false alarms.
But they still upend the lives of the affected families, mostly Black/Latinx & low-income

I hope everyone in the Houston ISD community spends time with this article.

Last night was awesome.
I moderated as four HISD seniors spoke w/ with Supt. Mike Miles abt their experiences of the district overhaul.
The students brought it. Things got spicy. And Miles shared several previously unreported pieces of info.
Watch here:
The changes to Houston ISD this year are at a pace and scale that few — if any — large urban school districts have ever attempted.
HISD didn’t disclose how many staff at the 28 overhauled schools were replaced. But I crunched payroll data to find out.
The answer?
Half.
Meanwhile in Ohio...
GOP lawmakers pass bill to arm teachers, other adults in Ohio schools
(Fraternal Order of Police of Ohio testified against the bill)
Getting anecdotal reports of some HISD classrooms w/ non-functioning A/C.
This thermometer from a portable building at Browning Elem reads 86. Supt Miles previously said threshold to shutdown a classroom is 82.

UPDATE: HISD will not be allowed to implement its new teacher evaluation system until mid-Sept at the earliest after a judge blocked the policy this morning
NEW:
@HFT2415
filed a lawsuit against the Houston ISD's leadership Wednesday, alleging they violated state laws earlier this month when they approved a new teacher evaluation system
One thing that makes local education reporting tough:
Houston ISD has 270+ schools. Each operates slightly differently. I can't report something as a trend if I hear abt it at a couple schools.
That's why you'll see my stories cite 12 teachers or 15 students or 33 fams, etc
If you, like I, missed this change, you would be excused b/c Houston ISD didn't publicize it much.
But it's a kinda big deal.
HISD board has done away w agenda review process, giving public less time to consider policy proposals.
Story:

HISD's annual State of the District Luncheon, which has historically been open to the press, will not allow reporters this year, the district told me.
A district spokesperson didn't give a reason why when I asked
In HISD board meeting rn. They’re discussing goals and constraints.
You’d be excused if your eyes glaze over. BUT… there’s some important stuff here
Essentially they’re deciding the standards by which the district’s progress in the coming years will be graded/measured

NEW: I obtained dozens of docs from state-appointed conservators overseeing special ed in Houston ISD.
They show the district is off track on key improvement targets, w/ inconsistent progress toward fixing special ed programs plagued by yrs of dysfunction

We compared this yr's HISD teacher resignations to historical data.
As you can see, there's a spike.
From '19 to '22, HISD averaged 84 teachers quitting in first 6 weeks of school. This yr it jumped to 170.
Still we're only talking ~1% of HISD teachers
Remember the Jan freeze? Families said their kids were left shivering for hrs.
Turns out, many were right.
Two-thirds of HISD's ~270 schools reported heating issues, according to maintenance logs I received. Dozens said the entire building was too cold:
NEW:

And plz pray for this Vermonter moving to TX in July 🥵🙏🏼
🚨Big HISD news🚨
The district unveiled its vision for year 2 of Supt. Mike Miles' overhaul this morning.
That includes:
-- Up to 125 total "New Education System" schools
-- Removing NES teachers who score bottom 15% districtwide on his effectiveness scale
Thread (1/15):
Supt. Mike Miles' overhaul of Houston ISD represents one of the biggest education reform efforts in modern history.

Texas charter schools are publicly funded, but privately operated.
For accountability, state law requires them to publicize documents like board mtg agendas and budgetary info.
Yet most Houston area networks are failing to do so.

I spoke to 22 families across four schools that experienced some of the most pronounced changes and their reactions were mixed.
Read our investigation that published today for the details.
Here’s the story link:
The Houston ISD overhaul has been pricey. Teacher raises, more staff, more security officers. To afford it all, the district has had to dig deep into its savings.
In my latest, I dig into what that means for HISD's long term financial outlook:
Nearly 250,000 youth have lost a parent or caregiver to COVID. But some parents say schools aren’t adequately reckoning w/ the fallout
“We don't talk about the people we've lost. That conversation is completely not occurring,” one mother told me
#TellEWA
There's still time to get tickets to this event, where Houston ISD Supt. Mike Miles will be in conversation with four HS students.
I selected the students, who reflect the diversity of the district, and will moderate the event.
Hope to see you there🫡
Classrooms are too hot, parents & teachers told me.
A few anecdotes:
"I have had 2 migraines since being back" -Teacher
"One of the rooms was so hot and humid that mold started to grow on a fabric chair" -Teacher
"No AC in the gym, karate room and multiple classrooms" -Parent
Getting anecdotal reports of some HISD classrooms w/ non-functioning A/C.

NEW:
They stood up for their son. Then a caseworker arrived.
In NYC, parents who speak up for their children with disabilities are being accused of abuse or neglect — a tactic advocates say schools use to intimidate parents into dropping their concerns
BREAKING: Dozens of Houston ISD schools will be required to make 12% budget cuts next year.
All of the steepest cuts will fall on non-NES schools.
They come as HISD faces a $250-300M deficit this year.

Changes seem to be happening at light speed in HISD.
But special ed families -- who've struggled thru yrs of dysfunction -- told me they feel left in the dark.
“How (do) you expect to make things better for families when you’re not including them in the process?” one said

Laura Ortega's kids are two of thousands in the Houston area struggling with grief after losing a parent to COVID-19.
Over the last three months, I've visited w/ them — at their home, at a Dia De Los Muertos event, at the gravesite.
Here is their story:
A good ex of why you can't pick your angle before you do the reporting.
I anticipated many families would be pissed abt their school becoming NES next year.
Instead, the 33 we spoke to were mostly unfamiliar w/ the model, but cautiously optimistic.

Over boos, state-appointed HISD board passes measure to start process to become a “District of Innovation” — a move that could potentially allow the district to extend the school year, among other changes

Slave money paved the streets. Now this posh Rhode Island city strives to teach its past
#TellEWA
HISD released its draft District of Innovation plan.
Exemptions from state law include:
—timing/length of school yr
—state teacher eval system
—teacher certs
—class size limits
—mandatory punishments for vaping
Many of these are common exemptions, others are not.
Story coming
At some HISD schools, reading and ELA teachers will make $10-20k more than elective teachers.
“It’s very black-and-white thinking that one type of class must be more important because there’s test scores associated with it,” a digital media teacher said
But here's the thing that stood out to me and perhaps the reason why there's such a high rate of unsubstantiated reports from school staff:
Staff are never told what happens to families when they call in a report.
They're told "when in doubt, report" and that's it
To prevent "woke civics," Texas lawmakers included a provision in their 2021 anti-CRT bill that banned all school assignments involving "direct communication" with local, state or federal lawmakers.
The fallout has been massive.
