I think people keep forgetting Bobby KNOWS Tommy. They worked together. They went to bars together. They ate together. Bobby probably encouraged Tommy to go to Harbor, so he can find his own path and grow. So when Bobby says “he’s good for you”, that MEANS something.

Sorry, if you can't see it, but storytelling-wise, #bucktommy is simply amazing. Buck taking Tommy's place at the 118, Tommy being the one Chimney calls when he needs a rescue, Tommy having a connection to almost every character. So much potential, so little reason to not use it.
