@ExcaIiburrito this comes down to melee to range differences. Melee champs need the low cdr to be playable where as mages can completely fumble a play and combo and still play the game. champs like talon/zed if you int your ult and dont have high cdr then you are just stuck afk.

@MysticBlueFox anyone of respectable elo knows that sometimes you just arnt allowed to play the game at certain times (hour q's) so smurfing becomes a must if you want to play any form of competitive. riot has done the correct thing making smurfs gain rapid mmr to not hurt low elo lobbies.

@zelarayy too few people have this view and i think its one of the main reasons i got as good as i did at league. before i hit chall i loved to verse smurfs in all elos, still have many good memories of being bronze versing a few high elo smurfs and learning a lot helped me improve a ton.
