Two seemingly very different rucks. You have the ruck for Wigan, which is allowed to lay on, slow down, obstruct at every play, with no chance of a penalty. You then have the Rovers ruck, which has to get up and clear away within 2 sseconds, or it's a penalty. Baffling.
