very relevant question! We don't have all the answers yet, but looking forward to building a dynamic open evaluation system together, some thoughts:
(1) a plurality of impact evaluators will be necessary.

gm! it will take a few days for projects to create their hypercerts. but once they do you will be able to claim hypercerts for any projects that you supported!

(2) we intentionally disentangle hypercerts from evaluations, i.e. multiple evaluations from different evaluators, with different methodologies and over time can be submitted. Hence, we allow and encourage conflicting evaluations. This will influence the reputation of evaluators

(4) The reputation of evaluators should influence which evaluators get funding. This relates to the larger point that we need to acknowledge that evaluations are expensive (varying on the impact area) and that we need business/financing models that ensure their independence.

(3) The openness of the system will allow scientific studies to check the work of the day-to-day evaluators rigorously. This again should influence the reputation of evaluators.
