it is nice and curious to see how an antenna that serves to concentrate &convey the waves can be used in the opposite way,therefore to disperse &scatter the signal.Unfortunately it doesn't work that way, until proven otherwise by a new multi-illuminator with signal scattering.
Putting together many puzzle pieces, it appears that at least one culprit behind the recent wave of GPS jamming from Kaliningrad is a secretive Russian EW complex called Tobol (14Ts227). There are less than 10 locations in Russia where Tobol is located, and one is in Kaliningrad.

I hypothesize that with a good laser at a wavelength similar to that transmitted inside the cable, it might be enough to influence transmissions.
