Most likely - they are keeping it a bit open so any potential infection can drain, clear out, and not spread. Barbed wire has the potential for all kinds of nasty shit on it (literally). Better to do this and treat the infection quickly than let it fester and have to re-open

As someone who helps build this stuff for a living, PSA's strategy isn't nuts - it is the natural progression of a competitive market where someone figured to max volume to cut production costs, and then go direct and cut margin to the bone. Gun stuff isn't expensive to build

Military ships that operate helicoptes all have a system onboard for basically auto-piloting the landing and capturing the aircraft. USCG prefers hoist rescues/transfers because they are far less risky in inclement weather on ships without ASIST.
