In some early pieces of merch following the cards, he is named Doctor Whooves. However, as time went on and the references became more obvious, his "official" name was changed again, this time to just Doctor Hooves. While either is correct, most fans typically use Whooves.

Saying that Aziraphale and Crowley aren't nonbinary because they "look like men" or "don't look nonbinary enough" is so harmful on so many levels and reinforces gender stereotypes. There's no one way to "look" any gender and there's plenty of nonbinary people that look like them.
