News from France: after Orban, Erdogan and a couple of other not-so-democratic heads government, Macron and his crowd are taking aim at academic freedom. 1/7
Emmanuel Macron just announced new parliamentary elections for June 30, following the results of the European Parliament elections this sunday. This strategy is unnecessary and potentially disastrous here's why: 1/

Very happy to see this out: I lay out a research agenda on how the ongoing transformations of the media landscape are affecting policymaking. Reactions welcome.
france avoided the victory of a party full of fascist, xenophobic and anti-lgtbq characters. no clear future ahead, but many of the worst futures have been avoided. it's not much, but let's rejoice for 5 minutes. tomorrow is another day.
Macron has been moving in a dangerous direction since 9 june when he called for new elections. since then he has made several decisions that clearly go against the spirit if not the text of the constitution. historians and law scholars will judge. 9/

50 days have passed since France's anticipated parliamentary elections. in a badly calculated and unprecedented move, Emmanuel Macron had called for snap elections on the evening of the EP elections 3 weeks earlier. 1/ (below a short interview in french)
Ultimately, this decision reveals an irresponsible propension to play with fire and a clear lack of modesty and responsibility. Not entirely new, I agree, but extremely worrying.
Academic freedom under threat in France: the ultra-conservative president of the region Auvergne-Rhône-Alpes just decided to suspend financing for Sciences Po Grenoble on purely ideological grounds. Solidarity with the director,

This is a disaster. And nobody seems to care. Independent research is fundamental for democracy, but also for scientific progress. And not a single EU government seems to care...

The French Constitutional Council has mostly validated Macron's pension reform. It has also rejected an attempt to trigger a referendum on the reform. On a side note, all of the nine judges are over 64, i.e. not concerned by the reform...
It looks like a classical attempt to take on far-right arguments to attract far right voters. Academic research shows that such "accomodation" strategies do not work. 5/7
And just to add a little juice to it: CNRS - yep, the ones who are supposed to investigate "islamo-leftism" - just published a press statement arguing that it does not exist.

A salutary reaction by the conference of university presidents - not usually considered to be a radical leftist institution - wonders how the term "islamo-leftism" made it from the far-right to the ministry of Education and calls for some common sense 6/7
Today's focus is "islamo-leftism": a term that is supposed to mean - I believe - that there is some kind of collusion between leftist politicians (and academics?) and radical Islam. It is often quoted in the same sentence as "intersectionality", "postcolonialism" etc. 2/7

update: Les Républicains excluded their president from the party, after he publicly favored an alliance with Le Pen's RN. He closed down the party HQ and now refuses to quit. more popcorn?
Let's hope Macron did see that one coming. The leader of the right-wing Républicains just announced that he is ready do coalesce with Le Pen's Rassemblement nationale. 1/
CAP 2021 in Aarhus is over and done with. Excellent papers and company and NO masks (!). Let's hope that the 2022 meeting in Israel can take place under normal conditions.
no major surprises in yesterday's 1st round of the French legislative elections. High turnout led to a relatively high number of 1st round vicotories (>=50% vote and >=25% or registered voters. 76/577 seats attributed in the first round (only 74 here) :
In a new step, the minister of Higher Education, hierachically subordinate to the minister of Education, has now called for a study of "islamo-leftism" by the CNRS, the national research council, to distinguish "scientific knowledge" from "activism". 4/7

In the meantime, this puts stress on underfunded universities in the already very difficult context of the pandemic. It moreover puts at risk fundamental values and civic liberties for the sake of an upcoming reelection bid. 7/7
Macron can't run for a third mandate. His government does not currently hold a majority in the lower chamber and has had hard time getting its bills adopted. A new parliament will probably be hung, too 2/
in the meantime, it is paramount that a new government is named and that he respects the vote of July 7. finally, this period has pointed - again - to the limits of the french institutional setup. institutional reform should be the next point on the agenda /end

This ideal scenario is unlikely to materialize. A new hung parliament will be more ungovernable than the current one, giving further credit to the RN. This may also pave the way for a far-right victory of the far right at the next presidential contest in 2027. 6/
the more cooperative attitudes expected from politicians in the consensual political systems of northern Europe are clearly unknown in France. all actors from the left to the right should read some comparative politics textbooks and book their next vacation in Denmark 7/
Wonderful natural experiment in France: a significant fraction of party materials have not been distributed to voters ahead of yesterday's regional election. Not sure, yet, if we will get a precise map of the pattern of (non)-distribution. ]

So what does he hope to get from new elections? Le Pen's RN is unlikely to win a government majority. EU elections (turnout < 50%) are obviously favorable to the RN. The 2-round-FPTP electoral system is much more unfavorable, even if 30 % of the the seats (now 15%) is possible 3/
A short contribution on the French Yellow vests. I argue that much (though not all) can be explained by the institutional setup of the French 5th Republic and how it structures political competition and expectations:
Landslide victory? Only if you consider that a vote share increase of 1.2% is a landslide. This corresponds to a 19.4% increase in seats. That's called "first past the post" and will enable bojo to do everything he dreams of for the next 5 years. Enjoy!
His own camp has been weakening and the debate on pension reforms have left deep scars. By calling for new elections, he forces his allies to stand behind him. This includes the Gaullist party (les Républicain) who did very badly (7,2%). 5/
The left continues to be terribly divided, even if the combined results are overall rather encouraging (> 30%) and Macron probably hopes that a short campaign will not allow for any unification efforts to succeed. 4/
After the 2024 Parliament election in France,
@e_grossman_fr
argues in

that the political crisis is also a cultural one and that the way out requires a fundamental rethinking of political competition in France.
