w/ a large-scale ISP in Zambia I find that -🌾Some HHs upgrade (⬆fertilizer use/labor/yields) -🚌Others outmigrate! Funded by the resale of their ISP vouchers—30% of migration due to relaxing credit constraint ISP sped up specialization based on relative returns in agri&mig 3/4

Historically, economists analyzed input subsidies (ISPs) in terms of their perceived (in)efficiency, especially compared to cash (CT💰) w/ mkt frictions, the inefficiency of ISPs isn't obvious. It requires a consideration of how ISPs alter the opportunity+choice of farmers 2/4

@m2meyer Thanks @m2meyer ! The sorting is based on the relative returns to farming vs migrating: which are a function of HHs’ mig. costs, size, & agri productivity. But also of the ratio of fertilizer users to ISP recipients, which affect how much $ farmers can make by reselling vouchers
