Ireland WILL need a referendum to join NATO. Art 5 of the NATO charter compels members to come to the aid of another member attacked. That’s effectively a delegation of executive power to a third party which requires the consent of the people.

As the DF pointed out calmly, it had no statutory power to dismiss Crotty, before his conviction. Harris should have known (did know) that and avoided adding fuel to the fire at a time when the officer who gave a performance appraisal was being defamed.

0.87% of Defence Forces personnel have a conviction of some sort (from being disorderly to assault). None of the judges in those cases imposed a custodial sentence. Lets try to keep some perspective before we talk of a ‘rotten culture’ in the DF.

The Defence Forces is possibly the most highly regulated workforce in Ireland. There is a set procedure for every conceivable event. If politicians want DF to suspend or dismiss those with convictions, they need to amend the rules. They can’t be made up as we go along.

Ms Cairns also stressed that the Defence Forces are not like any other level of the civil service. Correct, and the powers to ‘suspend’ and ‘dismiss’ are set by politicians. The DF is now being asked to use certain regulations in ways never envisaged.

Many judges, like in the case of Crotty, will not impose a custodial sentence to avoid soldiers losing their career. If discharged, the DF might be exposed to injunctions and/or judicial review. They don't always have the power to do so. Harris knows this.

The Government’s plan to reform Defence Forces and increase its strength to 11,500 by 2028 includes a target of at least 35% female participation. I'm not sure any army in the world has a 35% female particiaption rate. Very ambitious target!

Today Lt Col Keohane of the 122nd Inf Bn conducted the Transfer of Authority (TOA) with Lt Col Mac Eoin of the 123rd Inf Bn. This brings to a close, in time honoured tradition, the Bn’s time in UNIFIL after both a challenging & rewarding deployment.
