Summoning chakra does take a lot of chakra but there's ways to mitigate it for example summoning contracts and seals, which doesn't take much chakra. Sasuke had a seal on his arm, which is the summoning seal for snakes, which he used to summon Manda and escape.

Because someone was watching over Hashirama and Madara, someone who shouldn't exist as Black Zetsu was created from the will of Madara when he got the rinnegan. This occurs in Chapter 626.

This is important since that is later revealed to be Black Zetsu as Black Zetsu was watching all the descendants of Indra and he was watching Naruto and Sasuke, meaning that Black Zetsu manipulating Madara wasn't something that came out of nowhere as he has always been watching.

But the thing is, that... doesn't happen. We do see the cycle of hatred addressed, but not Konoha's evil actions themselves. Even when the truth is revealed to Naruto & Kakashi, their focus STILL isn't put on Konoha's evil. Only one seeks justice against Konoha directly: Sasuke.

Kaguya has always meant to be the personification of what every antagonist in Naruto wants to be. Kaguya and Black Zetsu aren't the cause of shinobi suffering but are personifications of what causes it. Shinobi history is stuck in a cycle because they follow the path of Kaguya

Suigetsu causally summons them using a seal and doesn't even need to use much chakra since you just need enough chakra to activate the seals. Heck, Sasuke even turned off his sharingan because he didn't think Deidara was a threat.

So yeah the infinite tsukuyomi makes so much sense if it was used for that and there's plenty of foreshadowing for it so yeah Kaguya and Black Zetsu were foreshadowed enough before the actual reveal of Kaguya and her introduction. Hope this explains it enough.

Yeah, people hate on the war arc too much when it has some of the best writing in Naruto. I think this flashback clears a lot of great writing moments in Naruto since this arc highlights all the problems of the shinobi history and the way to fix it.

Gedo Mazou looks very similar to Kaguya in the princess Kaguya, which is a popular Japanese folklore and the fact that it was sealed inside the moon just like princess Kaguya was on the moon. References to mythology can be used as foreshadowing.

So when we find out in chapter 646 that Kaguya is the beginning of chakra itself, it connects everything together. The fruit from the divine tree turned Kaguya into the ten tails.

The reason why this isn't a plothole is because the eight tails wasn't fully extracted from Killer Bee since it cut off a part of it's tentacle which contains a part of it's chakra just before it was put into the Gedo Mazou, a smart move from Gyuki
