I don’t think enough people realise how incredibly atypical this is of European policy and use of EU mechanisms. For context, the EU-Turkey deal in 2016, amid the crazed EU responses to Syrian refugee crisis provided Turkey €6bn. This, at €7.4bn, is utterly unprecedented.
