I was in the Paris metro and an American was talking loudly at the ticket booth and not getting anywhere due to the apparent language barrier. Afterwards I approached with my terrible broken French and the ticket agent easily switched to English.

A degree at the top university in Canada is $25K. Students can pay for that with a part time job. Education is 2x what I paid in 1990 and entry level jobs are 2x what I earned. The problem is housing which is out of all proportion with salaries even for high paid professionals.
