@Gillanders_L Richmond and surrounding cities are exactly the same. Just like I said when I spoke to council. Please explain how an SCS would prevent this. SCS only caters to a certain type of addiction and doesn't addres 3/4 of the other addictions out there. Detox and Recovery does that.
