I'm fan of the Nostr, but for me this protocol isn't 'layer 3' Nostr was built outside of Bitcoin, however, it was inspired by it. This is because Nostr has its own protocol, NIPs, relays, etc. Nostr uses Lightning Network for zaps and that doesn't make it 'layer 3'
