If you look closely, Crowley moves to Aziraphale before he lifted his wing. He WANTED his comfort, his protection. When he had just fallen and was hopeless and defeated, his Angel was his light. He was desperate to be remembered, and Aziraphale did. Right up until he forgot.

I don’t think Aziraphale wanted Crowley to be an Angel again, not really. I think he wanted him to be happy again. He couldn’t understand why, after everything had happened and then settled, Crowley was still agitated and depressed. He wanted him to be okay, like he was before.
