Ethiopians, Somali, Bangladeshi, etc are amongst the largest groups on section 22 and 24 permits which allows for right to wage-earning employment and self-employment. The majority particularly from Ethiopia and Somalia are in fact economic migrants bypassing the Immigration Act.
