Da Afghanistan Bank has $9.5B in international reserves. Treasury urgently needs to work with the Central Bank to ensure that US bank notes, & the reserves, do not fall into the hands of the Taliban. Under no circumstances can we let the Taliban access 9.5B. This is a disaster.

A very important requirement, buried in the Ukraine aid bill, is Section 505. It forces Biden to do what he has so far refused to do: provide long-range ATACMS to Ukraine. But it also gives him a waiver. In the coming days we need to watch closely how the Admin responds.

None of the aforementioned require EU or UK agreement. Would be valuable, but not essential. I’m not saying these measures alone will force Putin to stop his war. Sanctions are never a substitute for strategy. But these measures would deal a crippling blow to the Russian gov’t.

Today @POTUS announced sanctions on just 2 banks, one of which — VEB — has been under select restrictions since 2014. In terms of sovereign debt, the US already has certain prohibitions in place since 2019, & expanded in 2021. No oligarchs or Russian officials targeted today.
