I did an interesting study of offrs in flag rank of PLA,PakArmy & IA. It avgs 11-12 yrs for Pak & IA & over 20 yrs in PLA. If you want to build mil strategic thinkers you need to give Cdrs more exposure in public policy, diplomacy & strategy besides revisit the retiring ages.
