Rubber baton rounds, incidentally, were created by the British government for use against protesters in Ireland. The reality of these "less-lethal" weapons was so brutal that there was a long campaign of censorship and propaganda to keep the truth from the British public.
Here's an example to demonstrate the metal core. I'm not certain what this one was fired from. There are a lot of varieties of baton round and they're all horrible.
