Robert Hill's first fursuit was Annabelle the Bear, made in 1987. It is the earliest fursuit I've found in my research. I have heard that Shawn Keller was the first, I've never been able to confirm this. If anyone has info, talk to me!

According to Bob, he stopped making suits in 97 in favor of focusing on visual art. I found more info that suggests Disney animator Shawn Keller and Bob debuted the first fursuits at the same time and that Shawn influenced Bob to build his first suit.

Robert Hill was the first con-attending fursuiter in history. He attended the first furcon, Confurence 0 in Costa Mesa, CA on January 21-22 1989 as the only fursuiter out of about 64 attendees wearing his Hilda the Bambioid costume.

The toughest thing about claiming who made the first fursuit is that it's hard to tell when fursuiting as a concept begins and where sci-fi costuming and mascots end. Robert's characters were basically oc's and I think that makes him a good example of early fursuiting.
