Vinyl Chloride becomes Phosgene and Hydrogen Chloride when you burn it. Phosgene was used as mustard gas in WW1, and Hydrogen Chloride is a major irritant of the skin, lungs, eyes. It is pretty toxic. The US just mustard gassed Ohio. Phosgene is unsafe at 0.2ppm after 15mins.
