My theory : NISA have a smoking gun proof directly linking Harrun Marruf to Al Shabaab. It can be wire tape recordings proving he knew of an attack beforehand, or a papertrail of a payment for info. All of this can get him prosecuted in the US govt for facilitating terrorism.
