Ukraine never had nuclear weapons. They remained in the control of USSR's and then Russia's Strategic Rocket Forces. Ukraine never had the PALs for the weapons either. Ukraine was as much a nuclear state as Italy or Turkey or Japan are nuclear states by virtue of having US nukes

Wouldn't even have to sink one. Just board and detain for investigations regarding a tipoff it was shipping contraband to Ukraine. Take 3 weeks to investigate. Find traces of explosives in the cargo bay. And just like the US could and does, say national security trumps all.
