So I was able to confirm with the Pueblo County clerk that they've got 1,800 in-person ballots, 5,200 mail-in ballots and another 500 ballots remaining for signature verification. The county's leaned toward Frisch so far. Here's what we know so far:

The West understood it was in trouble early in the 2000s but continued to lean on reservoirs (lakes Powell and Mead). We tried piecemeal cuts over the years and then this summer the feds came in and mandated massive cuts to water use within 60 days.
