I like @ctsragan but this is absurd. There's no govt proposal (as he & @ppforumca know) to cut oil & gas production. Cap on emissions is about holding them to account to ⬇️ emissions now which is what net zero requires & to invest in clean vs taking profits & demanding subsidies.
