Resolved #39. This PR allows users to use closures as notify and when functions, so that they can access other variables, or modify them with a ownership sharing pointer like Rc or Arc.

@driscollis Valid as it's concatenating two literal strings into one. However flipping the order and putting the empty string in the front will result in an unterminated triple-quoted string literal and cause SyntaxError.

I find myself preferring argparse over click and typer. Weird since every time I need to write a CLI I have to traverse the docs and find what I want. While it might be simpler to just use typer for that.

@charliermarsh 's ruff is AWESOME. However I found it updating too fast for 's auto update strategy... And I'm dealing with occasional broken PRs caused by new rules breaking my existing rule configurations.

@willmcgugan @olgias @pawamoy Anyway I still prefer mkdocstrings over sphinx-autodoc and autodoc2, it's homegrown source analysis tool griffe is indeed the coolest one, beating those individual tools (pdoc IMO) out there.
