No, it isn't necessary to "be Russian" to be Orthodox. But being Russian is first and foremost about being Orthodox, and they were chosen by God in a special way to feed and preserve the Apostolic patriarchates after 1453, and to spead the Orthodox faith.

This guy gets it. Orthodoxy itself sanctified their culture. You let it baptize what’s already been handed to you. Take some pieces from other traditions? Sure! But the priority is sanctification of ourselves and our lands.
