The 5th Infantry Division of the Army is currently engaged in a cold weather tactical training, running from January 24th to 26th. The emphasis of this training is to restore what was scaled back due to COVID-19 and to improve the capability to execute wartime operational plans.

To explain it further: both of them are soldier A in their enlistment application form. Both of them chose each other and picked each other as their buddy (person B). They still applied and did it for each other and together.

Don’t spread misinformation like that. The numbers they had during the training period have nothing to do with the enlistment application order. People who enlist via buddy system both fill out their application and then add their partner to the document. They do it together.
