Something I wondered just answered in a presser by Austin Energy GM. Why could other cities rotate blackouts but Austin couldn't? Apparently because we have more critical infrastructure that can't be cut off in proportion to other cities.

Temp nurses hired to cover the strike are unfamiliar with Seton's protocols and may not be trained properly. A striking ICU nurse told me "They are just looking for bodies [and] assuming a nurse is a nurse. That's absolutely incorrect and very, very dangerous."
