The govt (whatever colour) "hand" a budget to the NHS every year. The NHS itself then "hands" some of that to non NHS providers.
But that's a minor point when your whole premise ignores that doing everything in house would itself carry a multi £bn cost

I suspect that the 94% figure you've quoted is either an invention or a misrepresentation (a 1 year spike in Covid measures?). It certainly doesn't square with the King's Fund findings up to 2019/20.
