Yup that’s absolutely true. A lot of towns just haven’t kept up with maintaining let alone upgrading physical plant. My mom was an elementary school secretary in Clifton and the buildings just aren’t at all set up for it.

It’s hard to convince policy wonks about this but for elected politicians the elimination of the SALT deduction meant that there’s an incredibly powerful pressure to not do anything that will result in a local tax hike in a town like ours where the bills are all > 10k
My Rutgers-Newark colleagues on our faculty council asked the president for an explanation and insight into his vision for the campus. There are wild inequities in funding and infrastructure between the urban campuses and the “flagship.”
He blew us off with a form letter reply.

I met him at the NY antiquarian book fair one year when I was in grad school. Ended up next to him, said how much I enjoyed the Brooklyn Bridge book. He invited me to sit and asked about what I was writing and why. 10-15 mins for someone who’d never be able to repay the favor…
